Micheletti first economic measures taken, Zelaya called "insurrection"

TEGUCIGALPA (AFP) - The de facto government of Roberto Micheletti took the first economic measures to address the crisis in Honduras, while the former President Manuel Zelaya called for Hondurans to the "uprising" to force his return to power.

Aware that time is running out after more than two weeks in exile, and his rival, Roberto Micheletti, already installed in power, the government practically formed, Zelaya urged the Hondurans to "insurrection."

"The uprising is a legitimate (...) versus a usurper government and military coup," Zelaya said at a press conference in Guatemala, where he arrived on Tuesday from Nicaragua. Zelaya

urged his compatriots to "strike, demonstration, shots, the civil disobedience" until the "coup de facto out of the system they have established in our country."

The deposed president is now pinning their hopes of returning to Tegucigalpa in negotiating that resumes this Saturday in Costa Rica through the mediation of President Oscar Arias. Both delegations

-his-Micheletti and return to San Jose one week after going to disagree on a key issue: the return of Zelaya in order to complete the current term ending January 27, as required by the international community has supported him after the coup d'état of 28 June.

But nothing suggests that Micheletti, named president by Congress after the coup, will retire.

"The government has complete control of the territory," warned the day before Foreign Minister Carlos Lopez, one of the four negotiators Micheletti delegation, who recommended Zelaya and his delegation to "load of patience" in the negotiations, it has asked Arias himself.

Few in Honduras, with the exception of trade unions and leftist social movements, Zelaya want to return to power. While Zelaya

turns and travels to Central America to gather support, the government adopted the eve Micheletti early economic measures in his first cabinet, designed to weather the crisis that the country finds itself.

The budget for 2009, the Zelaya government should have filed 10 months ago, will be 112 938 000 lempiras (5,600 million), representing a decrease of 8.2% compared to 2008 as well as a reduction of current expenditure for central government 10% and 20% of the devolved institutions, announced the new Finance Minister Gabriela Nunez.

"It will reduce costs in the purchase of vehicles, travel expenses, fuel purchases, advertising, and all unnecessary spending," said the minister who said that international financial institutions have suspended or external funding for countries to cooperate with Honduras.

While trying to show signs of normalcy in the country who woke up on Wednesday no curfew for a second day, Micheletti has had to face the first floor of his government with the resignation of Enrique Ortez portfolio of the Interior after he had done the same to the chancery.

Ortez, who had said the U.S. president Barack Obama is a "black man who does not know where Tegucigalpa, has taken the decision to withdraw to" do no harm to the government of our friend Roberto Micheletti, "as stated in its letter resignation.
